Anyhoo. Think since Steve has the (unofficial) backing of Wakanda that he'll get a new shield from them? It's incredibly convenient that soon after he loses his shield he's at the one place in the world where he could conceivably get a new one and friendly to the leader of the place. It would make me quite sad if he doesn't get a new one.

There are plenty of places for him to get a shield. Shields aren't exactly a rare commodity around the world. He could just custom make one, in fact.
The Vibranium part is what could tie him to Wakanda but like I said, you can't identify Vibranium with the naked eye from what we see (it just looks like regular steel). Seeing him action it'd look basically indistinguishable from a steel shield unless they methodically analyzed his every move.

In general, the idea that any particular group is too powerful to oppose, and thus they should be treated as also benevolent, reeks of collaborationism.
