I think I'm also leaning towards BUPKIS.

I think the inherent nature of the trope actually makes it impossible to picture because it's about a villain's non-involvement in the plot. Any attempt to visualize that will end up looking like The Man Behind the Man, The Dragon + Big Bad, or Always a Bigger Fish.
The OP suggestion specifically depicts Big Brother Is Watching and Shadow Dictator instead.

Looking at the examples, the only thing that comes to mind would be a flowchart showing the progression of the setting's decay from the war with the C'tan, but that's not a very good image. I'm leaning toward making this a BUPKIS page.

I have a suggestion that I feel would capture the essence of the trope:
This would work because it illustrates the Greater-Scope Villain depicted on the poster, with the Big Bad below shifting his eyes in a suspicious manner, ready to carry out the extent of Big Brother's reach. It's not likely to be a spoiler because the aforementioned Big Bad won't be readily identifiable to potential readers; however, there's also the potential issue of readers not identifying that character as the Big Bad at all.
