I'm tempted to pitch in a vote for BUPKIS, since the only examples I have in mind are rather spoiler-heavy.

I think I'm also leaning towards BUPKIS.
If a tree falls in the forest and nobody remembers it, who else will you have ice cream with?I think the inherent nature of the trope actually makes it impossible to picture because it's about a villain's non-involvement in the plot. Any attempt to visualize that will end up looking like The Man Behind the Man, The Dragon + Big Bad, or Always a Bigger Fish.
The OP suggestion specifically depicts Big Brother Is Watching and Shadow Dictator instead.

You've got roaming bands of armed, aggressive, tyrannical plumbers coming to your door, saying "Use our service, or else!"Looking at the examples, the only thing that comes to mind would be a flowchart showing the progression of the setting's decay from the war with the C'tan, but that's not a very good image. I'm leaning toward making this a BUPKIS page.

I have a suggestion that I feel would capture the essence of the trope:
This would work because it illustrates the Greater-Scope Villain depicted on the poster, with the Big Bad below shifting his eyes in a suspicious manner, ready to carry out the extent of Big Brother's reach. It's not likely to be a spoiler because the aforementioned Big Bad won't be readily identifiable to potential readers; however, there's also the potential issue of readers not identifying that character as the Big Bad at all.
