To me, 2.1 just looks like a map with a red line on it. A red line could indicate a lot of other things.

True...it would definitely need a caption to get the full gist across. That said, if we can't find a pic that gets it all in one, that may be the route we have to go.

The current image is both low quality and extremely confusing; it's a dark pic of someone running through what appears to be some sort of server room. Finding a replacement is pretty difficult, though. The clearest I found was this example◊ from Goldeneye.
You've got roaming bands of armed, aggressive, tyrannical plumbers coming to your door, saying "Use our service, or else!"
