I have to agree with your assessment. I think this page seems to have wound up a terrible mishmash of UsefulNotes.Halloween and Halloween (Setting). I think what really needs to happen here is that we need to separate the two.

Split off the Useful Notes like text to UsefulNotes.All Hallows Eve and add something that is an actual briefer description to this page.

As it stands, this page is treated like a trope, yet the description is written like a Useful Note.
Checking examples, they seem to reflect the date itself. There seems to be a mix of Halloween Episode/Halloween Special and "something happens/takes place on October 31st," the latter which is debatable in tropeworthiness.
How should we handle this?
