Watch me destroying my countryThe original leaders of CGS were pretty damn monstrous, at least in their treatment of the main characters. But they're no longer relevant to the story.
Ever since then, the antagonists have been portrayed as normal people. Which is par for the course for Gundam, really. The franchise is usually fond of Grey-and-Grey Morality.
And yeah, I'm not getting where you think any of Naze's harem are underage. There's a few who look to be late teens/early twenties, and are certainly younger than Naze himself, but there's been no suggestion of him as an ephebophile. (I'll also point out that we don't know what the age of consent in the IBO universe is.)

The vast majority of Naze's harem seem like teenage girls rather than adult women, with the sole exception being Amida. Call me a prude, I guess, but an adult man (Naze is, what? Late 20s, early 30s?) fathering children on his harem of teenage girls is pretty fucking sleezy. The fact that no one else (in-universe, I mean) seems to think it's anything other than a harmless eccentricity just makes it creepy, too.

If it's consensual and he can pay for it, what's the issue? (Note: I'm not stating my own thoughts on the ethics of the situation here, just playing devil's advocate and laying out a possible line of rationale.)
To speak my own thoughts, I do think it's rather sleazy, as Jovian puts it, that he's sleeping with so many women, most of whom seem younger than he is, but he is a Yakuza. I don't think he's supposed to be seen as a purely virtuous character by any means.

In other news, it seems Atra used to Work at a Brothel (Thankfully Not in the Dirty Way) and she was Constantly Bullied by Everyone in the Damn place so she Ran Away, and now She... Wants to go the Harem Route with Mikazuki and Kudelia?! ...I Really dont know what to say about that.
Haha! Just as i hoped, Mikazuki and the Barbatos had a Big Damn Heroes moment!

We've had dozens of death flags for pretty much every character and nothing has happened. In fact, I'll go so far as to predict that the vast majority of the cast won't die. And definitely not any time before the finale. The first few episodes having lots of (insignificant) character deaths seems to have coloured people's expectations. I don't think this will be a death heavy series.
Meanwhile, another episode goes by and Kudelia complains about how useless she is. I'm getting tired of her shit.

Her being an Adult hanging around reflects poorly on his own Childishness in a way that makes him very uncomfortable.
