Palpatine is not non-action. Right after the duel, he nearly kills Luke with force lightning. Davros is a better example because he does not have any powers or physical attributes to take on the protagonists, but he's still the Dalek leader when he needs to be.
Image Pickin' is not about finding the best example.

Davros is fine. I'd be tempted to go find the Brain picture I posted the last time we had a Non-Action Big Bad image thread, except that people seem to think he's not an example.

Not keen on the Davros pic because the robot henchman is not seen doing any action either. As it is, that image is just a Big Bad.
In that picture he's an invalid pushing buttons. At his side is a weaponized robot that is clearly there for muscle. I think the implication is clear enough.
I am familiar with the source, so maybe not the best judge of this, but 3.1 seems miles better than nothing.

Not saying it's not better than nothing, though. I just prefer the options in 6
I think it's also useful to note that the Palpatine+Luke+Vader suggestion is rather similar to one that's currently in use on It's Personal with the Dragon, so for the sake of variety other suggestions would be better.
