Powerbar magic RPGs?

Are there any RP Gs that use the video game power/energy bar mechanic?

You can cast your special ability anytime your power bar is fully charged, and you only charge that up by hitting people or being hit for damage in actual combat.

The Exalted variant settings book, Shards, has something like this in its Mortal Kombat/Street Fighter-derived "Burn Legend" setting. It only charges when you hit, admittedly, but it works pretty much like the power bar does: you get a point whenever you hit someone (some types of player character also have other moves that charge it), and you can spend all ten points in your Overdrive meter and a point of Willpower for your huge Overdrive move.
