Users should be accountable for any and all P Ms sent to them at all times. Once a PM is sent to a user, ignorance is no excuse.

I check my P Ms immediately just to get the annoying banner off my screen. I agree with Duck - you've been notified of a PM, you are responsible for reading it. If you ignore it, you do so at your own peril.
Be careful what you wish for, 'cause you might just get it all...

When you get a PM, from a moderator or any other Troper, it simply says "You have a Private Message" at the top of the page, or shows a number in the top-right corner of your user icon.
I've heard of people not knowing they had PMs from a mod, until they ended up in the Edit Banned thread. This seems to be a common problem.
I suggest that maybe if you have a PM that specifically came from a mod, or is in "mod mode", so to speak, how about a message in vivid red at the top of the page informing you "You have a Private Message from a moderator. Please read it now" and making it clear that it's important to all users? It could solve some problems.
