Sort of: I liked Mystery Science Theater 3000 for the host segments with those puppets, years before I realized that the theater segments were the real point of the show.
I know this wasn't a cartoon, but for some reason I really loved the intro for Fresh Prince of Bel Air. Never stuck around to watch the actual show, though.

You know, I have to wonder why Pit is obsessed with this site. It’s gonna ruin his life!Thundercats...the cartoon itself was, with the exception of a few episodes, just really, really stupid and predictable...but the intro? The sole reason I kept watching the show! (Thus said, if they base it on the few good episodes, I would totally watch a Thundercats movie).
Same with Silverhawks...mediocre show but the intro, I could watch it all day.
Then there was the Robin Hood anime....it was not totally bad, but the best part was definitely the ear worm title music.

I can think of few. Rescue Bots, Defenders of the Earth, or Action Man (CGI one). Oh and second Iron Man TAS intro.
Not a show intro, but this animated E! network ID fascinated me enough to start tuning into the channel just to see if they'd play it again, despite having zero interest in their actual shows.

Mostly the part where all the other wrestlers show up and get shit eating grins on their faces as they prepare to kick the heroes asses.

I have to echo Handsome Rob on Mucha Lucha. I still got enjoyment out of the show just for being a World of Ham, but the intro was way more badass than the show itself.
Stone Protectors wasn't a very memorable show, but it had a really awesome intro.
I can't think of any off the top of my head. I think a lot of shows that had really cool intros were shows I didn't watch much of, so I can't make any judgments about their quality.
Keep in mind the show itself doesn't have to be animated, just the intro. How many of you have looked at the beginning of a dreary adult show due to 'oh, a cartoon'?
A celebrity case, Matt Groening was apparently very disappointed by the 60s Dennis The Menace series (he apparently made Bart as representation of how he thought Dennis should have been), though loved the cartoon tornado at the start of every episode.
The Nanny was that way with me. It was on when i was little, and always liked the intro but had no idea what the show was about.
I recall the episode where Homer joins a motorcycle gang featured Jay North himself taking the piss out of his role:
"I was America's bad boy. I once hid my dad's hat! Then, another time I stepped into Mr. Wilson's flower bed. That was a two-part episode!"

If I happen to come across somewhere where Family Guy is about to come on, I'll stop to listen to its catchy theme song then keep going. I don't really care for Seth Mac Farlane's adult shows.

Old cartoons were weird like that, their intros were always so much more energetic that actual show.
Never really cared for Regular Shows's opening but I've always enjoyed the show. It's so boring. Gumball can be like that until recently when they actually started to show the full opening(which is much better than the short one).
