I meant any others besides Buffy since she's at the top of the list it might be just because she saves the world from the forces of darkness.

I like the idea, but you need to be more specific with the criteria and what the write-ups should emphasize. For example, one of your entrees about a widely-liked character and why that character is widely-liked could be this:

"Tifa Lockheart is a widely-liked, good female character because she has big boobs. :)"

(Note that I'm not saying Tifa's a bad character or anything, just that we all know these comments about Tifa's boobs were commonplace back then, and they still come up now and then today.) (If Tifa's not on the list, this could apply to any physically attractive female character.)

I would suggest going with why a character is empowering to women in real life (think Mulan, for example) or at least going with ones that represent women in a positive light (think Lisa Simpson, for example), but whatever you do, you need to decide on specific criteria/criterion for qualification and what the write-ups should argue. I would also go by how empowering and/or positively-represented they are for the ranking instead of a popular vote: a popular vote could result in (for example) ones like Bella Swan being ranked better than ones like Carla Espinoza, which would be f'ed up.

Tifa is a pretty good character. She just happens to be attractive. That's not a bad thing. waii

I don't see Imperator Furiosa mentioned. Not only was she a compelling and badass female character, but she also had a disability (missing arm replaced with prosthetic) that was portrayed really well. That's like a double-whammy of realistic and positive portrayals.
