Some things do not translate to live action. That dress looks fine in a comic, but in a live action show, with that wig, she looks like she belongs on The Deuce.
That’s the problem. It’s not the dress in and of itself, it’s the dress and wig as a tag team combo (particularly the materials on the dress with the wig’s everything) that push it over the top.

Starfire's costume is especially disappointing since Robin, Hawke, and Dove's costumes look really good. Though for all I know it could just be her civvies. Remember when the first photos of Will Smith's Deadshot were released and then it turned out that was just him in civilian garb and his real costume was more comic accurate.

I don't know who that is and I've only seen Donna Troy in that garish red outfit, and the cool-looking but skintight "starry" suit she had.

Pretty sure those are supposed to be civilian wear not costumes. And Kory's wig looks a lot better anyway.
That does look Inhumans level. But the show needs to sell On Demand subscriptions since it’s the big lead off show.
On the plus side, the Titans aren’t viewed as the forced replacements for the X-Men.
Starfire looks better at least. I knew they would use makeup or color correct her in post.
