Once again, there is absolutely zero evidence that you will ever have access to the Legends content without actually linking with Legends. Might there be eventually? Of course. But it's not actually that likely.
Speculation requires no evidence!
Legends appears to be a sequel in story terms, so the Wind Waker and Linkle stories can't be played on the Wii U game, but the characters are absolutely in both versions. We currently have no word on if it will require a copy of Legends to unlock the Wind Waker characters, Skull Kid and Linkle in the Wii U version, but I'd put my money on that being the initial case for a month or so after Legends' release with them content being released on the eShop as DLC after that.

I sure said that!We know that they're making the content available on Wii U at least; stages, characters, everything.
While the Spinner is amiibo-exclusive, it's just one small weapon that people might not buy anyway. With this, it's a large amount of content. Making all the resources for Wii U but locking it behind a purchase that most Wii U owners aren't going to make isn't going to make its money back. Making it available as separate DLC (probably some time after, though) is a more intelligent move.
As for the story mode, that's more questionable, but I wouldn't be surprised if they port it over too.

You cannot firmly grasp the true form of Squidward's technique!I'm more curious as to how unlocks will work across versions... will all of the weapons I've unlocked in the WiiU version get unlocked in the 3DS version if I link them? Do I need to get all three levels of a 3DS character's weapons to get them on the WiiU version? And what about costume unlocks, particularly the DLC ones?
Reminder: Offscreen Villainy does not count towards Complete Monster. While the Wii U-to-3DS transfer is up in the air, I'd assume the Legends characters will be treated like the other DLC characters in the Wii U game, with them starting out with a no-slots, no-stars rank 1 weapon and every other rank being pre-unlocked.
I sure said that!Does Legends have new Adventure mode maps? I want me some official maps that suggest or require Twili Midna and the other DLC characters.
I have a message from another time...The Japanese site of Hyrule Warriors Legends updated with screen shots. I don't know have the link to it but someone does can they post it? The screen shots include story shots of Linkle, Ganondorf with his trident, and more.
Edit:Found the screen shots.

Hyped for Hyperdimension Neptunia V 2Linkle looks great in that style.
Visit my Tumblr! I may say things. The Bureau ProjectTwin 8-bit flutes (from Zelda II) for Linkle's retro weapon, calling it now.
Reminder: Offscreen Villainy does not count towards Complete Monster.8-bit Map for Daphnes?
I have a message from another time...Give Tetra the 8-Bit Potion as a pistol and the 8-Bit Triforce Shard as a dagger and we're already doing good.
I sure said that!did skull kid just summon his twilight princess counterpart
"Have a good day. Have a good week. Have a good month. Have a good year. Have a good life." ~CiviaHe fights with Tatl and Tael. I love it.
And I like his laugh.
Goddammit, I just want to get the last giant mask in the Terminia map. But the mission to get it is insane. Bombchus, rebellious soldiers, recruitment, a hidden boss key, and a relentless Midna with insane health advancing on the allied keep.
And when I do beat the boss, I have to fight Manhandla. A Manhandla who can kill me with one Bullet Seed combo, and takes approximately 20 weak point smashes to kill.
And I'm limited to either Darunia or Sheik.
I have a message from another time...I've mostly given up on those edge missions that are like ha-ha-as-if. But if you really can link warriors from 3DS to Wii U, I might try again.
Wouldn't it be great if you could link levels too...?
If you prefer Shiek, use your water combo + Strong to give yourself a shield. If you prefer Darunia, then you'll be able to clear armies easy enough with his 3 Light, 1 Heavy combo.
If everyone were normal, the world would be a dull place. Like reality television. The main issue was getting overwhelmed by Midna. I managed to beat it, though, as Sheik. Darunia may have the advantage against Manhandla, but Sheik's lightning element makes quick work of Ruto and Lana both.
As for Midna, I wound up cutting off her reinforcements and then letting my army's Link go to work on her. Elemental weaknesses are a sight to behold. Manhandla was still a massive pain, but I lamed it out with a lot of blocking.
Fun fact, by the way. Sheik's shadow paralyze trap lasts long enough that you can set up a bolero of fire and set it on top of the shadow trap before it releases the enemies.
So, now I have all the giants, and I've unlocked the nine moon missions.
I have a message from another time...Midna is just a pain in the ass to fight.
I prefer fighting Zant to her. Sure feels like he exposes his WPG more often.
You cannot firmly grasp the true form of Squidward's technique! With all her multi-hitting moves, Midna can easily make you go "how am I dead already?" with little warning.
Also, dang, these moon level are hard. One's a KO competition with you limited to Ruto, and none of the Rogue Forces are weak to Water. You're fighting Link and Zelda with super armor.

I have a message from another time...I went left, it was easier.
Still haven't even attempted that KO competition as Ruto.
You cannot firmly grasp the true form of Squidward's technique!Yeah, I went left first, but then I tried the Ruto one because I got a C on that first left one as Darunia. I'll give it another shot tho.
I have a message from another time...when I find one way too hard and can't wait I just pull out a second controller and beat it with Link :p
Also, Ganon get's his iconic trident as a weapon.
