That article seemed a bit vague about if he's specifically playing Black Tom Cassidy, but I'd be up for it. They're kind of running out of big name X-Men villains to use.

No source has actually stated who, but Black Tom Cassidy seems the sure bet thus far: classic DP rogue (actually his first ever, during his 1994 solo miniseries), actor matches the profile, and has tangled with Cable.
Another possibility is Black Swan, whom the actor also resembles.

"It is very easy to be kind; the difficulty lies in being just."I like it, very Pam Grier-ish. Also after NTW in the last movie, it should have been clear to people that the films will change stuff if they feel it necessary.
But honestly, aside from the flipped skin and afro, her actual costume looks quite accurate. Heck there's even some blue and purple in there like she sometimes has in the comics.
X-23 isn't half-Mexican in the comics either. But in the context of the films, it worked really well so I didn't care that they made that change. I want to see this in the context of the actual film before passing judgment on it.

If she was Misty Knight. She isn't though and if they weren't going to bother making her slighty resemble Domino they should just call her Misty Knight. This is also why I don't like Mystique hardly putting on blue paint in the film series anymore.

This is comics Domino◊. This is movie Domino◊. Both wear very similar costumes and have the same defining patch in their left eye.
The only discernible difference is that movie Domino has an afro.

"All you Fascists bound to lose."More than one character can have an afro at a time. Oh, and the Misty Knight in Luke Cage doesn't have an Afro, she has very curly hair.
There's more to the character of Domino than her skin colour, and she's had any number of different hairstyles over the years. The spot over Zazie Beetz's eye actually looks like vitiligo, which is a cool detail.
On Luke Cage, Misty Knight doesn't have an afro or a cybernetic hand (...yet?), but I'd still say she's a pretty excellent adaptation. Hell, Purple Man's not Purple, Kingpin's about 300 pounds too light, and Cottonmouth died halfway through the season, but I'd still say they're pretty fantastic renditions of those characters.

Actually Domino is was part of the X Men while it seems like she won't be in the film. I just don't find her look good enough to stand out like most of the film mutants with generic outfits like young Jean Grey.
