They commit crimes (robberies, murders, terrorism, whatever you want) in the heart of Arcadia i.e. raiding it. Thereby they show the rich and powerful aren't as safe as they thought, encouraging stronger action from the masses.

And...kinda funny that some of the biggest threats to Echo City's elites, aside from The Saviour (possibly) and the Populi, are a pair of rich teen geniuses with way too much time on their hands and strange philosophies in their heads.
