The description of the Echo City Police Service is inspired from the Service de police de la Ville de Montréal, to the point of having the acronym based on the name of the police force in English, which is Montreal Police Service or MPS.

hmm, how about heavily armed militants in power armor. They commit crimes (robberies, murders, terrorism, whatever you want) in the heart of Arcadia i.e. raiding it. Thereby they show the rich and powerful aren't as safe as they thought, encouraging stronger action from the masses.

Xander won't - The Raiders will.

Essentially, it will look like it'll go the same way protest rallies always go - police show up to end it when they annoy the powerful people too much. Then everything goes horribly wrong.

The Raiders, in addition to launching attacks near the rich people, also function as "Status Quo Breakers" - if things stand to go the usual way, chances are they'll intervene and cause the status quo to be disrupted.

And...kinda funny that some of the biggest threats to Echo City's elites, aside from The Saviour (possibly) and the Populi, are a pair of rich teen geniuses with way too much time on their hands and strange philosophies in their heads.

Actually, chalk had pretty much never been used I've done forensics, pictures have always been the go to as chalk would be disturbing the scene and/or contaminating samples from that area.

But hey, why the hell not?

Well that shows how much I know from watching so many films and TV. Still considering the fact that victim is a politician and that the nature of his death is still mysterious, perhaps some of the dirty cops used the chalk there to mess up the crime scene.
