Taking over the investigation is one thing, but saying hey we are gonna catch your terrorists that have not even injured anyone without our interference by putting a bomb in a major airport is beyond stretching it. Obviously whatever this academy does is just so terrible they can't risk exposing it, but I can't see that at all.
we can assume it's japan being japan and making america (and anything related) to be an utterly horrible force of evil who don't care for innocents and have enough influence to get away with it

I got the impression the police didn't know Five planted the bomb and thought it actually was Sphinx. Not sure if the FBI knew it or not, but it's pretty clear that the goal is to capture 9 & 12. Probably bc they are escaped lab rats and valuable in some way.
I've actually heard that as a complaint against the series - that the dedication to photorealistic animation and Western presentation jars with the very "anime" style of characters and plot. But yeah, this is taking in a punched up thriller version of reality, where cops can do crazy shit like knock out all the cell phone towers in an area of Tokyo. Also where Nine says dramatic shit like this◊.
Shibazaki is suspicious, at least.

Is there any proof that the airport bomb is real besides "Five is crazy, she'd totally use a real bomb"? Maybe she knew that they'd think that and planted a fake/nonexistent bomb to lure them out.

And she keeps referring to this as a game, clearly someone who would use a real bomb without giving any shits. You are right in that it could be a fake though.
I speculate Five is crazy because of whatever happened to her at the Terror Broiler. I mean, they must have retaliated very harshly after she tried to escape.
Remember, where ever Five, Nine and Twelve were raised has connections at pretty high levels to the Japanese government and they are clearly more interested in covering their asses than the fact that Sphinx haven't actually killed anyone yet.
How is it well-written?
I'm not trying to point out that it's badly or normally written, I'm asking what's good about the way it's being written. I'm mostly fairly neutral about this show, only thinking things were getting interesting after Five showed up (I haven't seen the most recent episode though.)
Is it the subtlety? The logic? The plot? Most of the time I've been paying more attention to the backgrounds(which are amazingly well done) and the riddles than the characters because of how I can't really get myself to care about them, aside from that one guy who's in the archives with Shibazaki or whatever his name was who is so realistic I want to punch him through my screen. That might change after episode...5? but it's taken a while if I consider the show's length.

Episode 7 was kind of blehhh. Airport chess was a bit too far-fetched, and the episode basically totally focussed on that plot. Some nice Engrish from 5, but at least it was grammatically correct. Shibazaki and hotheaded young cop (Hamura?) continue to have a bit of a bromance. I'd watch a whole show about just them and doughnut-kun being COP BROS.
I am kind of concerned the show won't be able to pull itself together - there's only four episodes left, and this episode felt it should've been happening two episodes ago.
Ehhh. The whole thing was kind of ridiculous, which would be fine if the show didn't take itself so seriously

I keep hearing people say this, but I don't see how this show is taking itself super seriously. It's about two teenage terrorists who were first introduced transferring into a high school. How serious can that possibly be?

But, uh, more to the point, tone and events are largely unrelated, and something unrealistic happening absolutely does not mean that a work isn't taking itself seriously (but may mean it shouldn't be)

who cares so much what other people say? it's fine to tell us once that there are those who feel the show "jumped the shark "(I dunno what that means,though), but repeating it is annoying and it looks like you are overly obsessed with what other people think
The same connections that let them take over? I dunno, it's not like much in this series is terribly realistic
