Evil Dead is a New Line Cinema franchise so no luck there unless a deal gets worked out.
New Line was willing to cooperate when it came to the Freddy vs. Jason vs. Ash comic series. With the success of the Evil Dead TV series, you don't think they'd view it as being worth the compromise to put him in a popular video game?

That depends on how willing they are to allow him to be mutilated. Mortal Kombat is a very violent game.
Like, DC made a fuss about that when Netherrealm wanted to make Mortal Kombat v. DC Universe. They were cool with their heroes being murdered but drew the line at Batman or Superman tearing other people's heads off, so Netherrealm had to create nonlethal "Heroic Brutalities" for them.

Isn't New Line owned by Warner Bros? I thought they were since Warner Bros got the rights to franchises like Lord of the Rings and Nightmare on Elm Street after New Line lost a ton of money on The Golden Compass. Perhaps there wouldn't be any rights issues with using Ash if that's the case.

Most of the team is probably working on Injustice 2. The netcode being redone is the kind of thing that pretty much says "we are working on another game that will also use it and don't want it to have the same problems as our last one".
Who owns the movie rights to Ash? Part of the reason we get so many horror characters is that Warner owns a ton of them.
