Depends on what happens to a particular dead person. Do they go to rest? In that case, do not disturb. Do they go so far away the signal will not reach? Without an extra strong spiritual radio tower? In that case, tough luck. Do they choose/are forced to reincarnate? Then contacting the soul is out of the question.

In short: guiding souls where they're supposed to go.

My angry rant blog!In short: it means her soul is passing along as a Finn is supposed to. Rather than becoming a troll. I doubt her body can become a black-speech emitting troll without her in it.
Which means talking to her is forever impossible. UNLESS the sleep of rest does not actually last forever, and people's beliefs are super wrong.

My angry rant blog!Read some eddas and folktales... You'll find that dreams are one way to Speak With Dead (but, beware of false dreams and spirits trying to trick you into thinking you're talking to diseased loved ones). Dreams are the intermediary space for a lot of thing. Like planes of existence.
There's a reason Onni and Lalli defend their bubbles against spirits, sure. But, it isn't just "nasty horrible troll-things" they will be wary of. Tuuri might be able to communicate... if she can remember their passwords — or can badger Reynir into helping her gate crash. Although, doing so would mean a few epic quests of her own, first — not least bluffing a certain swan.
