There are several things that can fall under "justified". A natural disaster proper can still be "justified" and have a kind of backstory.

The word "generic" in the title implies that you could replace this villain with any other impersonal destructive force and not significantly change the story. GDV is the MacGuffin of badguys.

I think I'm on the mark when I say that a Generic Doomsday Villain is a villain that only serves as a super-threatening threat and not as a character.
Now I'm a little confused about whether it can be justified or have backstory, since at least a justification goes at least some way into making the character a character. Many of the examples on the page have justifications or backstory of some kind (including the purported Trope Namer, Doomsday).
Sorry if this seems a repeat. This trope has always confused me for such a long time.
