There are Let's Plays in which the L Per speaks over the game and describes things like what the game is like to play and what's happening, so I don't see why not. In many cases, they'll stop talking during cutscenes, or read out the dialogue in games that don't have voice acting.

Some are good and informative and actually let you see the cutscenes uncommented upon while they explain the aspects of the game while the gameplay is being shown. Others just scream a lot and detract from everything. Good luck looking for the former.

A cut scene is where actual gameplay is halted, and instead a short clip is played that either advances the story or otherwise just shows something to the player(s).

I have an unusual question. I'd like to experience video games to see if I would like them, but I'm totally blind, so that's pretty much impossible. I'm sitting here wit a friend and he's playing Splinter Cell and describing what he's doing as he's playing, and it's really cool. If I watched a let's play on Youtube or something, doesn't have to be this particular game, would I be able to figure out the story of the game and be able to enjoy it?
