Madcap rolls his eyes. "Then you try to get him to talk. I'm going to go get some rope." He walks to his house, and just before going in, turned back to the others. "If it turns out we get a reward for this, I want my share."

I have a message from another time...Madcap returns with some high-strength rope from his basement and begins to tie up the donkey using his TK.

The Mayor walks over. "This ... This is all your fault!" She glares at Cardicia. "You're working with these donkeys to discredit our town, aren't you!? You had better get that chariot back, or I'm reporting your crime to the guards!"
Craft (3) + Dexterity (3) = One... somehow. Man, that was a terrible roll.
Also, where did the Mayor come from?

For those wondering how effective JT's rope skills were:
Fairly bad. He doesn't know how badly he's done though, so he'll only lose sanity if he finds out.
Okay, I had assumed the Mayor stayed behind at the town square as everyone else chased the donkey to the plantation.
"Uh, Ma'am?" Madcap says. "We captured the donkey. What do you want us to do with him?"

"Wait... they stole Princess Celestia's chariot? How in Tartarus would they know she'd be here at this exact..."
She pointed her hoof at the mayor.
"My fault, huh. How about YOU? Who else knew about Princess Celestia's visit?!"

Madcap sighs. If the Mayor gets pissed off at them, any hopes of getting reimbursed for his troubles go right down the drain. "Calm down. If we want to know who the donkey is working for, why don't we question him? Or search him or something. Maybe he has a letter or contract."

I will not betray my Lord and my country by undermining their authority. If you want to find out more, you will have to speak to the highest authorities of Neighpon."
Unfortunately for anypony rational such as Madcap, Cardicia was far too consumed in anger for mere reason to handle.
"Public knowledge? I saw you announce it hours before the event, the entire town did! You prepared nothing! Maybe because you were actually busy planning this theft on Neighpon's behalf? How about this? You look just as guilty as anypony else!"
"Will everypony just stop accusing each other? W-we don't know anything, and I don't want to hear everypony keep fighting over it!" Hobble cradled her head in her hooves, like she had some kind of headache. "I know there's good in everypony. Can't you two just be nice?"
Curse the ill fortune that led you to me.Madcap facehooves. "It's the mayor's job to know when the princess is coming to visit. How else was she supposed to plan it?" He groans. "And why assume that this donkey has an accomplice in town anyway? It's not like he needed an informant to know that the Princess would be visiting. That's a matter of public record. And you're forgetting that we already know he has an accomplice: that other donkey who was with him who got away and is probably plotting to help him escape!"

Constant pleas to stop mindless arguing and accusing hit Cardicia at last, though her opinion of the Mayor remained the same.
"Well, time to solve a foreign conspiracy all by myself then." she said to nopony in particular in a defeated and bitter tone.
Then she approached the donkey.
"What's it gonna be, Marvin? You can get into my wagon or stay with these ponies here. I promise tasty cupcakes if you join me on my quest. You're a prisoner regardless of the outcome. It's just a matter of whose."
I have no idea why I even bothered to help up to this point. If he agrees I'll just drop him off somewhere and if anypony asks I'll claim he escaped in a valiant fight or something. I've had enough of these problems.
Cardicia shivered at the mere mention of the word "authority".
"If the authorities were in any way useful, we wouldn't be in this situation of having to fight a foreign infiltrator all by ourselves. I say we continue this chat."
