That looks like the thread cap message for image pickin. It means there are too many threads currently open and unresolved in the work shop.

That's a message that appears when another thread has been recently created. When I created threads for Dragon-in-Chief and Time Stands Still in Image Pickin', I had to wait a few minutes between releases because of that message.
