Why are the "New topic" buttons at the bottom of the page?

This is the case on this forum (not sure if it is so on every forum), and also Lost And Found and Ask The Tropers.

Wouldn't it be far more convenient to not have to scroll all the way down to the depths of Hell (just a joke— don't kill me, mods) to make a new conversation?

To tell the truth, I don't think it works for that purpose that much as people can always go to the latest page without reading any of the posts in-between and/or scroll down without reading the entire page just so that one can reply.

That's true, but I guess sometimes the point isn't to force someone into doing something, but to make it more difficult if they try to avoid doing it.
