That's just my guess. I could be wrong. But that definitely sounded like Hank.
"We be we baby!"Damien's obviously Mary's ex-husband, Clarence's Disappeared Dad. That was why there were comparisons established with Chad, the "replacement" for Damien.
It was a weird reference to Hank Hill out of nowhere, there. You hear Hank's voice, but he's not acting like Hank. Maybe it's actually a reference to that neighbor from Beavis And Butthead, also voiced by Mike Judge, and who was the sorta-template for Hank.
The guy seemed a bit of a jerk-ass as well, since he didn't even know Clarence's name. Then Dillis also didn't seem to know much about Clarence either (obviously because Mary can't stand her).

Well, that was quite a hilarious episode. Of course Jeff would sew the sash onto his shirt...
Poor Jeff. His only sin is trying too hard.
Not ashamed to admit that the funniest part was when Clarence presented an extra-long fart as his show-and-tell.
Wow, that episode was just... wow. Seems the fat scooter lady is the "Sandy" Mary worries about. Also, half of the gay couple from "Neighborhood Grill" works there, and his name is Kevin.
Felt like a kind of story that would be told in an early 90's coming-of-age story.
"We be we baby!"That was the point, i think. It was a riff on old coming of age stories, though ultimately delightfully pointless in the way of many Clarence episodes.
This also seems to further confirm that Chad has no permanent job. Mary, on the other hand, seems to be a manager, i assumed she was just a hairdresser.
