Her comic origin had her start with gizmos then switch to powers.

"The touch of her hand" sounds far more powers than outfit. Besides, given they've a big powers giveaway going, easier to explain her that way. AND it means they don't have to have Flash strip her.

Nah, Eiling's history is much more one of screwing around with powered heroes and villains. And who knows, maybe this means we'll see Captain Atom? Sure, it sounds unlikely, but would you really have expected Firestorm, either?

If it is like Clock King he could eventually show up in Arrow like Clock King is showing up on the Flash.
But here's the thing: that's not Eiling's schtick. Eiling's schtick is "Lex Luther as top military brass." His role isn't to get into fights with heroes; its to be a source of authority figure obstacles and evil scheming, often involving superscience and superhumans.
I want Captain Boomerang to show up, if the show can manage to make him less cheesy.
