Zatanna's had appearances where she just had stage magic (Animated Series, I think), so they could get away with not having her perform magic. Even so, I wouldn't mind Selina Kyle (two or three seasons down the line) making reference to having 'nine lives'.
One thing we've got to remember is that, despite how down-to-earth everything is here (as foreshadowed with Nygma's last scene), Gotham, which is already a crusted sphincter to the underworld, will soon be populated by superhuman assassins and costumed crazies three times worse than the crime families that once controlled it.
