If in making going the full way with this being a prequel to Bruce's tenure Batman, and giving Saved by Canon to as many characters are possible, then it's possible that Falcone can't die in this show - since he's a major fixture of Batman's early years. Maroni either, incidentally, since he's important to Two-Face's origin.
Though of course, if they do Two-Face's origin over the course of the show and/or drastically alter things even further, then neither of them may necessarily have that Plot Armor anymore.

I know with this show they're able to take liberties but in his origin, he was probably Bruce's closest civilian friend before the accident.
I wonder if Cobblepot will continue to use penguin species as pseudonyms, considering how little he seems to like the moniker. I'd imagined he would embrace it around when he (likely) kills off Fish, so that was a surprise.

Who hired the assassin ? I assumed Penguin but he wouldn't have the money. Was it actually mobs ?
It's possible that the deal was for Penguin to pay him on completion of the job, with money he was assuming he would have at the time after his plan of robbing Maroni.
That's a lot of playing with fire, but then that seems to be Penguin's forte in this series.

He acts and sounds like a wannabe Godfather character, with grandiloquent language and florid gesticulating. Falcone comes off as way more threatening than this clown.

I wouldn't be surprised if Penguin gets powerful enough within Maroni's family as it grows to eventually split, leaving Maroni back to square one as the Penguin takes half or so of his goons with him and ultimately starting his syndicate.

Falcone doesn't need to die in season 1. Fish does, especially now that the season has been extended, but Falcone I see lasting as a sort of Big Bad.

Also, if Fish dies and they have another season villain take her place, I hope its yet another actor of Jada Pinkett-Smith's calibre or better and it becomes a Gotham tradition.
