It's based on Wicked, which is basically the exact same thing (a famous story told from the perspective of the villain who is actually a good person), except for the Wicked Witch of the West.
They even make a reference to it. Jafar's favorite book is about "a misunderstood witch who's really not wicked at all, she's just green, but she still gets blamed for all the kingdom's problems."
I know. But Wicked came out too recently to have been the thing my friend (thinks she) saw. Unfortunately, she can't remember the name, so I'm asking on here to see if anyone recognizes the concept.

Your friend is misremembering. It's a Team Starkid thing, and it sure as hell isn't twenty years old.
The poster should kinda have been a giveaway. Fuck, a friend of mine saw the thumbnail on Youtube and mistook it for Wicked.

Fanfiction I hate.I've been listening to Assassins and realized that the "Twisted" song reminds me of the climactic sequence from that, albeit as an (ironically) non-villainous version: characters from various points in history all successively describing their motivations, lamenting the results, and trying to advise the living character. In particular, compare the opening of "Another National Anthem" to the point in "Twisted" right after Gaston's part.

I was talking with a friend of mine recently, telling her about how I had recently seen Twisted: The Untold Story of a Royal Vizier. She said it sounded familiar, and when I told her about the song where other villains show up, she was all "oh yea, I remember that! I saw that back in college!" (Which was almost 20 years ago for her.) That's kind of impossible, since Twisted just came out about a month ago, but apparently she saw something very similar way back then, except it was on video, not on stage.
Does anyone have any idea what this production might have been? Or is my friend just misremembering?
