I have to wonder whether a change to the caption is enough to bring it up to Keep Until Better Image Suggested status.

Er, no, it's definitely gone through IPD before. Just last month, even.
That said, adding images to pages without them is generally considered a free action, and I don't think it's quite bad enough to warrant a pull.

A change to a caption might change whether an image works or not, absolutely... image and caption are a package that should be considered together when possible.

No problem; that's one of the pitfalls of not tagging a page when the thread doesn't make a big change. I've tagged the page with the last thread; locking up.
Someone added the picture below to the page without posting it in this forum first. I don't exactly find it awful, but a similar picture became pulled
from Characterization Marches On due to the uncertainty of whether or not enough readers would remember that Batman doesn't like guns.
