Baltic Avenue is in the cheapest teir of properties in Monopoly (as in, for poor people.) That is condescending towards the crowd who is "fat-cat bashing." The dialog is showing him agreeing with Mr. Burns, not acting as a foil to him. The image itself just shows him sitting next to Mr. Burns, not contrasting with him.

I like the suggestion: could be better, but definitely way higher on the Benevolent-O-Meter, which is key.
