Well, the nature of the contact has not been released. One of the family members of the people shot were interviewed and apparently said something baout one of the hsot people being stranged that that guy was the suspected shooter, since they were "congratulating him on his new baby"
At this point, anything can happen. Also San Bernardino was not part of ISIS's "hit list" though the hit list was prolly just the number of cities they could find from stolen passports. They were more likely working with what they got.
And if they found the means of contact, that is going to shut down a venue for ISIS if anything.

This does not seem to be a case of the shooter being mentally ill or having a criminal history... the person graduated from California State University, San Bernardino (same city where this happened) and was employed at the county health department. This is increasingly looking like a terrorist-related attack.
