Furthermore, Scandinavia and Germany have developed into a slightly different direction over the years.
Basically, they are kind of like a more modern Skyrim, ruled by Technoviking Warriors who managed to keep their supremacy by being too metal to handle.

Warning, the RP has gone "Pink Mohawk", while all this stuff still applies, it has kind of quit taking itself seriously, I mean serious things still happen... but over all the golden rule has become "for the fun"
As an example, the first plot : trying to chase down techno-vikings, with a party including a magical girl, and a super hero trashman... yea sorry about the tone shift, I hope any one who still wishes to join, or has joined still enjoys themselves

Physical description: Human-looking with pale blue skin, glowing irises, icy antennas. Certain individuals may have wings.
power: various ice powers, ice magic, proxy mind control (can control weak willed people and animals at a certain radius)
weakness: fire, weak mental barriers.
Description: Underground ant people that reside in the underground caves for thousands in order to escape the hellish winters of Russia. For centuries, they adapt to the deep cold of the caves and enthralling insects larger than themselves to used as cattle, and surviving on mushrooms growing underground. In 2066, a scouting party of the icemen appeared in the Moscow Metros, angered that the humans there took over Russia, they declared war on Russia to reclaim their rule over it. However, Russia's military and technological superiority overwhelmed the iceman which ended in their surrender. Since then, they adapted to the surface but due to being underground for so long, social interaction has been difficult for them but surprisingly, they would rapidly adapt to Russian culture and some even immigrated to other parts of the world as the "Icemen of Russia".

Directly to energy cost you would expnse.... its actualy two scales but no need to needlessly complicate things.
Small but Intricate tasks would not use much energy but require a skilled mage, Powerfully but Simple task would not need much skill, but require alot of power.
Generally overall though, fire takes the most energy and least skill, medic and technomancy takes the most skill, but least energy.
So, it's like Skyrim's magic system, right?

@ Stone : Size is proportional to power stored, something the size of an AA battery might be good for a single fireball spell, but something the size of a backpack will last you a long while....
As Neon put it "It is my head cannon that mages will be buff here"
Demons/Angels are exceptions in that there storage is not size related.... but they still have it.

Also, ants are rather sensitive to the cold; even in temperate regions they pass the winter in a sluggish torpor, never mind Russia. You could just take artistic license with that, but I think it would be niftier if you actually made something out of it.

Yes they but they have some degree of independence. However, most have the mindset of the needs of many over the needs of the few.
They do have a few queens who have supreme authority over their kingdoms along with arch-mage levels of power but rarely leave their homelands due to strict self-preservation. Males outnumber the females. While the males are common, the females are more powerful due to having greater magical potential, making most of them mages.
And I'm willing to use artistic license since they're based on Rule of Cool.

In all eusocial insect species I'm aware of, the workers and soldiers are Always Female, with the males typically existing only to mate with a queen and then die. Why the Gender Flip?
EDIT: Besides, if it runs on Rule of Cool, you ought to be maximizing the coolness. Ants are mildly cool but overused. Snapping shrimp are awesome and underused; they defend themselves by punching water so hard that the shockwave concusses nearby animals. Additionally, some species are eusocial, predominately male, and don't particularly mind the cold.
I'm not saying that WE NEED TO MAKE THEM ALL SHRIMP, but you get the point: depart from handwaving and cliches, and the end result will be so much niftier.
