I'm calling bullshit. A dialup modem slowed down 700% wouldn't sound like a hauntingly beautiful ambient soundtrack. It'd just sound like... WHOOOOOOOOOOOOOOOOOOOOOOOOOOOOM. Like a foghorn. Or the sounds the tripods from War of the Worlds made.

That would be if you just slowed it down the regular way, as if you were doing it via tape. This is time-stretching it, i.e. - slowing it down without changing the pitch.
