Someone's probably already explained this but... how are his villains fair game, when he himself isn't?
Putting Goblin, Ock, Smythe, or Venom in would be weird. Kingpin could work since he's established in New York, but how many other Spider Man villains aren't directly tied to Spider Man in some way, and are low enough on the superhuman scale that they won't utterly outclass Coulson's currently ragtag team of SHIELD remnants?

Vulture?
Spectacular Spiderman made him into a fearsome, flying vermin, with armor that let him withstand punches from Spider-Man. It could be toned down, but still, Vulture is an old man with a flight suit. I don't see much in the way of Team Bus actually combating him, short of May, Skye, or Triplett using sniper rifles from different buildings to take shots at him.
Not that they can't take him down in close quarters, but that wouldn't be very exciting.
Kraven and Chameleon I could see.

Tinkerer could work, I think
Chameleon, Tinkerer, Shocker, Kraven, Silver Sable (most definitely). I'd say Punisher too, but I don't remember if he counts as a "Spidey" villain.
If we weren't at the crux of a Myth Arc, I'd love to see a standalone that maybe shows Skye or May presiding over what to do with Ben Parker's killer, or some other "human" opponent that acts as a nod to another superhero. A "humanizing" episode, one of those Very Special Episode's that brings the team down from extraterrestrial threats and Norse mythology, and forces them to sit on a problem they can't immediately resolve with violence or subterfuge.
Though, that sounds like an awful Genre Shift for a show about a "spy team" theme.
