How Original will you allow characters to be?

So long as they have some connection to a work, be it they're a Canon character or they have the powers based off a work.
Helios will work differently... The people he recruits are from the dreams of people, and thus can be any range of original. So yes, you can have someone with an original set of powers, or you can keep with the usual and use Canon/OC with Canon powers.
... Um, wait, um... you said in the OP that people could use OCs and didn't specify what they had to be like.

Locking you up on radar since '09I hate to sound forgetful, but... I did? I'm looking at the OP and all I can see related to that is: Unlike the other JTTM RPG, you don't have to play a Self Insert. You could just play an OC. Or a Canon character. Or what have you.

It's just, um, I was considering using some purely-OC characters, but there's no way I'd use them if it just establishes they don't actually exist and were born from dreams.

Okay, sorry for changing up how Helios works, it's just that I didn't put a lot of thought into his faction and how I want him to be the third wheel as opposed to just someone who'd add extra weight for Cosmos and Chaos. He's not really that big a deal for now. When he comes into play, then I'll release my official statement for the faction. But, for the big revelation that I probably should have done...
Completely OC characters are now acceptable for any faction.

No. I stated in the OP that this is JTTM if JTTM was more like Gokaiger, where it's more focused on one world and heroes fighting a Monster of the Week + an army rather than a world hopping adventure.

Psyga 315, I can trade one of my Chaos spots for another Cosmos spot? I really want to play as Leduc now, but I don't want to downgrade Ashley to an NPC. Either way I have two ideas for a Chaos OC, but the first (Wanting to undo all of creation) doesn't seem fitting for this. The other concept is someone who wants to kill the heroes on Cosmos' side so he can say "Yeah, I killed the ????, awesome right?''

The only major similarity is the emphasis on Spiral and Cosmic Energy. Basically there's two major energies in the Multiverse, one filled with hope and the other with despair... Sort of like Light and Darkness in the Kingdom Hearts franchise. Except in here, Gods are waging war with these energies. Everything else is probably different.

The RPG will be set in Dayton City, a city that is somewhere in the USA (If you want to ask for specifics, somewhere in the Californian desert). It holds a population of 120,000 and is a tourist attraction. The reason for this attraction is because of one of a monument: The Spiral Tower, a large tower that looks like a giant drill embedded into the earth. No one, not even people who've been in Dayton City since its construction, had an idea of how it was built, though they just assume it was just the Earth having an unnatural plate shift.
Those who want to know more, however, can turn to the Energy Research Facility, a group of researchers who look at the energies flowing from people and associate them to the three Emotional Aspects: Hope, Dream, and Despair. Many people who work there have set up a library dedicated to the mystery behind the three EAs, as well as tying it to the myth of the Three Guardians: Cosmos, Helios, and Chaos. However, the facility sticks out like a sore thumb in the town, which looks more like an old Elizabethan town than your typical Beverly Hills. Despite that, it still has modern day functionality.
Where do your characters fit into this? Well, the Spiral Tower, to people who have been contacted by both Chaos and Cosmos are told, is really a large beacon that contained all three EAs, all in perfect harmony, sort of like a thermometer for the entire world. Cosmos wants her men to protect it, and so she has sent them there. Chaos wants his men to make the Chaos EA overtake the other two EAs and thus make the entire world succumb to despair. It's worth noting for those who want to know for their OP, Cosmos characters are sent two months prior to December 1st, when Chaos characters are sent.
The OCs might be different, since they're are of Our World (which will be called The Trinified World), so they may need a different reason to be in Dayton City. I'm having Perry and Omar live there, but your character might be different. Maybe they are visiting for vacation, maybe they're just passing through.
To answer Kkutwar's question, the characters sent by Cosmos will know they're in the same city, but whether they team up or not is up to the player to decide. I know there's a superhero team that works like this, and I wanna say Avengers, but I don't really know. Chaos characters work the same, except without the two month advantage to roam about the city. OCs are a different story as I mentioned above, but again, up to the player to decide if they buddy up or not.
Suggestion: wouldn't it be best if we start with the characters already knowing they're on a team and who their teammates are? After all, two months in advancement allows the Cosmos characters to meet up, and the Chaos characters should meet up to plan.
That'd work. Perhaps they met up during the two months?
