I think coming up with an image for this that is not subject to fan myopia is going to be basically undoable, but I think there are maaaaybe some better known actors in more watched movies that could be chosen. Jack Nicholson in Little Shop of Horrors, maybe, or Stallone in Death Race 2000.
The image of Nicholson retro-activly used on covers of Little Shop of Horrors is not even from the movie itself, his role was so small. They just slapped a pic of him in The Shining on there.

That image from The Shining is pretty infamous (and it doesn't even look like it matches the rest of the cover); at the very least it's better than the original.
The Revolution Will Not Be Tropeable3 seems more like Covers Always Lie to me (I mean, that shot's not even from the right movie!).

It's both, really. They're using the actor's fame from The Shining, supplemented by an image to make sure he's recognised, as a false selling point for the promotion of Little Shop.
