Vanillite would be taking up "space" for a new Pokemon whether he would be encounter-able post game or not. It's not about when or where you can meet him.
And it's not just about who they have programming it. It's about budget. It's about how much physical memory they have to work with. It's about how much every single element of the game takes up.
Using full 3D models, fully rendered environments, and everything else is vastly different from what they did in previous generations, because they used sprites and a completely different kind of overworld. Judging what they did, visually, with this game versus its predecessors is effectively like saying "They could have put more levels in Super Mario 64 because there were a lot more in Super Mario Bros. 3."

That's cute. This is the last time I'm going to explain this. Did Black/White not add on Pokemon like Stunfisk or Zoroark simply because they'd be adding data? They don't have 3 people working on a game, and they don't start working on a game several months after the last one is released.
Anyway, how can you not get past the sixth town? I honestly cannot think of a single way a roadblock could be that confusing, especially since others got past it fine.
There's three spots above Xerneas, so there's still potential for a trio.

Holy Grail, huh? Cool story, bro.Black and White did have to make decisions based on data, yes. That's why we got around 150 in that generation as opposed to 200 or 300. That was also after they'd already used the DS hardware on one prior generation and were effectively more used to it and able to bring out its capabilities more.
XY has a very different set of circumstances in play, and its not fair to compare them.

There is no real evidence, just silly assumptions with very little reasonable logic applied. The fact some of them have non-Kalos Pokemon already means that the amount is extremely difficult to say. Combine that with three different kind of Dexes, and there's no real pattern to follow. Now let's drop this crap, because there's no proof, and it's getting a little annoying that people are calling out exactly what Pokemon are where.
For all we know, there is still another Eevee Evolution and it's listed in the other Dex. If I remember correctly, there's National, Mountain, and Regional. Did I miss one? Because those are not 3 nearly equal dexes at all by default. Only Gen V's original Regional Dex was filled with unique Pokemon. A lot of them were among the regular National Dex. Gen II also did this, but had 100 new Pokemon species. Which means this could too, despite sharing pieces with other Dexes. Thus, we're calling too much too early with a severe lack of evidence.

Sigh. Again, it doesn't matter because Vanillite could easily be seen post-game, whereas in Black/White, they took the time to add plenty of new Pokemon and left oldies until post - oh fuck it. Codes, codes everywhere, and only a team of three people working on the game apparently.
I also find it strange how they've apparently not worked out how Skrelp evolves yet.
