It's better than nothing. Assuming congress doesn't cut funding some more.

I mean, Nasa's long term human exploration plans boil down to "hope the government shows us some love eventually". They really don't get the funding to do much with it right now.

And corruption strikes again! SLS is not going anywhere because Boeing paid quite a lot of money to Congress, and there is a proposed law in place that will forbid NASA from challenging SLS in court! The NA&S Act doesn't mean shit when it comes to money.

2. NASA termination liability

(b) Prohibition on reserving funds The Administrator may not reserve funds from amounts appropriated for a covered program, and shall direct prime contractors not to reserve funds, for potential termination liability costs with respect to a covered program.

But it looks like the bill is already half dead. Relevant NA&S Act:

Sec. 20113. Powers of the Administration in performance of functions

(a) Rules and Regulations.—In the performance of its functions, the Administration is authorized to make, promulgate, issue, rescind, and amend rules and regulations governing the manner of its operations and the exercise of the powers vested in it by law.

Look it may not have been the best option, and it was rather forced on them, but goddamit we've got a rocket more powerful than a Saturn V being built, and that fucker's going to go to space.

It basically said "if you decided to cancel SLS then we will revoke the funding from HSF and keep it in the Treasury".

[up][up] "Not going anywhere" means it will not get cancelled anytime soon.
