The problem here would be the size. If we shove 15+ races into one image it will most likely become hard to recognize even in 350px. As long as the point is made of there being a bunch of different races in the picture, the issue of there being an exact number shouldn't be considered.
That said, I think #1 aranged in colums might work, but I would prefer something more vivid, like in this style◊ (BTW, I'm not actually suggesting that pic, but I believe something from Super Mario Bros, especially the RPGs, could get the job done).

I agree it doesn't necessarily need to be exactly 15. Just, clearly a lot, more than 5-6. More than 10, preferrably.
I'd thought finding screenshots of, say, Star Wars would be easier, but I couldn't get anything good.

I've also thrown up a sandbox for trying a two-image arrangement, since I like doing that and it'd sure get the trope across! Feel free to tinker with arrangement, levels, etc; the current one looks good on my screen, but font size and page width vary per person.

Here is a version of the first, without any character fragments, and with the quality improved a bit (but the source is indexed color... not a ton). I was going to do both versions but discovered to my dismay that one of the characters that is cut off is also standing among the main pack, impossible to paint out. Doh.
The "i word" tipped me off that probably isn't true. Just have to paint out a couple other characters, too, unfortunately.

Is it good or bad that two of the ones in the second look the same but with different colours? But that aside, the first one has larger characters, so it's a little clearer.

This trope has been totally redefined. With the crowner now stabilized (though mods haven't gotten around to calling it yet) there's a minimum of 15 separate species for a work to count. And those species need to have at least some description, artwork, or screentime to count. But a work can be from any medium now.
I figure it shouldn't be too hard to get a screenshot, comic panel, or other piece of art from some work that shows 15+ intelligent life-forms all in a room/bar/fight/whatever. As long as they're all clearly sentient (using weapons, wearing clothes, or saying something), and are visually different, it should work.
If anyone has any suggestions for the video game subtrope Massive Race Selection, you can post them here too. That one requires at least 6 playable options which have different game mechanics. I figure something from WOW would work — either a screenshot of a character-race-deciding-screen, or of a party. Like the left-hand sidebar of this.◊ Or perhaps this.◊
I tried to find some images for the supertrope, but I think the best bet would be a Cast Herd image from a work with a very diverse cast.
