And considering how, after Garou's arc he's just kind of wandering the world, rethinking his life, it's not improbable that, if Boros were brought back, they would engage in combat.
Boros reviving would be stupid. His character has nothing more to offer.

....well ok, him showing Saitama that even invaders from space are no match for him, as well as the fact that he got the fight he wanted (even if he never stood a chance) do lend credence to that, but that's no reason to assume he couldn't still have an effect on things.
One Strip! One Strip!Because his only purpose has been served. Biggest badass in the universe shows up,has some parallels to Saitama and promptly shows him that he's never going to have a real fight before dying. That's all he was for.
Technically, it's implied that Garou is actually equal to Boros, with his skill being high enough to actually have an advantage over him.

My guess is Garou at his peak was stronger than Boros.

By the way, what proof is there that Garou is stronger?
I mean, since he was fighting Saitama, I doubt he did much damage, so measuring how strong he is compared to Boros is difficult.

True, but none of them got a chance to go near Boros, except Saitama, who's so high on the power scale that even someone he has legitimate respect for is nothing compared to him.
Like Boros. I see your point, but without anyone else to give us a measure of Boros' power (like wetting themselves at the sight of him the way you say they did with Garou) we can't really say one is stronger or weaker then the other.

On the other hand, Saitama seemingly held back more against Garou, since he's still a human and he felt he could just talk some sense into Garou. Plus, technically there was much less risk to civillian life as a whole in there, so no extreme measures were necessary.

It's still a plot point. It just hasn't been developed upon much.

Either way, Tornado is definitely in Muscles Are Meaningless territory there, which is something the series tends to avoid (because even Saitama is ripped in non-doodle mode).
I recall seeing something about how in the manga Saitama had a relatively lean build, as expected of someone whose main training was running a whole lot, while in the anime he's bodybuilder levels of swole.

Boros coming back would not be a bad thing. He was a great character overall, someone who was entertaining to watch, and very simple in his motives. He just wanted what Saitama wanted: a good fight.
