That one almost has more of a Creepy Child vibe. In the current image, it's clear the child is being (or trying to be, or causing) violence.

Well, yeah, I didn't think she was, I'm pretty sure that that was a controlled burn started by the fire department as part of a training session with real fire. At least that's what it says on the Know Your Meme
page. Still, the image became a meme because the smile on the girl's face makes anyone who sees the picture think that she's somehow responsible, so I think that it illustrates this trope in a funny way.

I was wrong about what it shows, but the footage of that flashback is here if we can use any of it, there is a part where the subtitles say "child solider" over the pictures, it starts it 2:09
