Gorgeous animation and direction, urban atmosphere, some vague semblance of a plot, and superpowers. Rather straightforward, but it's hard to pass this off as generic, because it feels like it's trying to be more than that, and I think they're off to a good enough start.
The page is very search unfriendly. May I suggest renaming it Project K? That's the most common tag for it on Tumblr.

As a former art student this series just blew me away, I was never in doubt of the power of animation but if there is every a point in my life where I am I'm re-watching this. I doubt even care about plot at this point if the animation keeps looking this amazing it could be worse then twilight and I'd still watch.
Though currently the plot has be intrigued. I don't think that's him though, maybe a look-a-like but something seems to be tipping me off that it's not him but I can't pin it down just yet.

I laughed so hard at the chase scenes, Neko (The catgirl) has unique illusion powers and familiar Summoning, and she's just so cute. Oh, and Kuroh cooks breakfast..

This episode is trying to give the characters some personality, something the previous episode really lacked. It's fine, but it didn't blow me away.
The trailer makes me think we'll get something about the setting in the next episode.
"If you aren't him, then you apparently got your brain from the same discount retailer, so..." - FighteerI'm liking the main character's (Shiro) personality; he's kind and laid back but in no way stupid or innocent. I enjoyed seeing him use his brains and lying his way out of being killed. Maybe I'm unlucky when it comes to anime I watch but I haven't seen main characters like that.
What else: the chase was funny. One thing the anime seems to be avoiding (or at leats I haven't noticed) is if magic is something common or not. I wished they showed some background character's reactions to people using them.
I liked this episode, it wasn't as showy as the last episode but I still got a few moments of "wow the art team is just showing off here" which I liked.
The nude cat-girl is the only real thing I'm not too keen on.

Sorry, naked cat girl is making this genuinely amusing. Like the bit where she made that guy run into the wall.
I can see why she's she's naked (she's a shapeshifter of some sort so clothes would get in the way, and she is invisible to normals) and why she's a cute girl... Well, it's an anime, that's what you get. Yeah, probably not a lot of other good options there anyway.
Other than that... A diverting little chase which still leaves us with just as many questions as we had at the end of last episode. Eh.
