muscles show through skin. More so if you don't have a lot of fat and your skin is melted a little. There are pictures of Reiner earlier in the chapter which do show his face without skin and you can see the muscles clearly. in the picture you share, you can only barely see more muscle than normal. it is clear is skin is just burned, not removed.
people can and have survived worst burns than that. Also remember that time the narration made it sound like Historia took the colossus titan serum instead of Rod? or made it look like Jean died?

I dunno, I can't exactly recall any deaths where the body was so...intact. There is usually a bloody mess of some sort.
Maybe because of how important Armin is, they are doing something different, but something doesn't seem right.

Not to mention Eren didn't kill Bertolt and took him over to Armin. I think he plans to cut Bertolt's spine and force it down Armin throat. That should work as a titan serum.

grahlooking at the pages it is clear Armin has third degree burns but his skin is not melted. I am not sure why people keep saying he is melted. his muscles are not showing his skin is just red or black from being burned

Third degree burns are really really painful (basically because your flesh is burnt to the nerves, so some nerves are constantly shooting pain signals off and this can last even after the burns are healed) and without the serum it's very likely he will die otherwise as very few people survive from the impending amounts of bacterial infections that ensues thereafter especially considering the fact that AOT's level of technology suggests that their medical equipment isn't the best.
So yeah, one serum and two people to choose.
