Does anybody know any comic book artists both old and new who can get creative with the page layout but it can still be readable? I mean like Steranko.

J.H. Williams III for a modern example.

Also, Jae Lee when he's inspired. His awesome layouts make Before Watchmen - Ozymandias worth reading just by themselves.

Sean Phillips did some very interesting things with the panel layouts in Sleeper (cf. this exemple).

Dave Sim, creator of Cerebus, is probably one of the masters of panel layout and lettering. The things that man can do to a page are amazing.

You can get what you want and still not be very happy.

I saw Neal Adams' work on X-Men. He made some amazing layouts under the Marvel Method.

One issue of Detective Comics post Rebirth had a conversation between Kate Kane and Renée Montoya which had a flashback in the shape of a glass because they were talking at a bar.
