Wait a minute.
Tezzeret is a servant of Nicol Bolas. And he's apparently the Consulate's head judge. Dovin Baan is the Consulate's Minister of Inspections. That's two Planeswalkers we've seen connected to the Consulate, one of whom has direct ties to Bolas.
Baral also had some kind of strange magical ability. We didn't get to see much of what it was, but he had some kind of antimagic property he could utilize without the aid of aether.
There are some very serious questions about the Consulate in need of answers right now. They might not just be an authoritarian government. The entire organization could be a front for off-world interests. Specifically, those of a certain ancient dragon who's been looking for new and exciting ways to reestablish his godhood.

In addition to that, WOTC has said several times now that they are trying to make the story more consistent, including having successive blocks connected to each other narratively.
And we know what (and more importantly, who) the block right after Kaladesh is going to be about...

Random thought: maybe for Amonkhet they'll put in cards tied in some way to the "Trials of the Five Gods" or whatever it was.

Amonkhet could be Planeswalkers, tying into the whole "The Trials are just an elaborate setup from Bolas to make latent sparks ignite and thus find potential Planeswalkers"-Theory.

Cards yes definitely, not sure about individual walkers though.
Just because Expeditions and Inventions have had upwards of 20 each time doesn't mean that the Amonkhet counterparts have to be that numerous. It could very well be 10 planeswalkers or something.
Idk, the intro deck Nissa seems decent-ish in an edh deck where you can protect it for a bit. The +3 can make it pretty resilient and the -4 isn't that bad. The Chandra, of course, is utter garbage.
