There designs are incredibly quirky & colorful which is fitting for a shonen with an apparent cute art-style.
Makes the violence all the more weirder & wacky.

Also, Dandy is a stop-gap of sorts; there was supposed to be a different show ready to air, but there were some legal issues that came up, hence the new lineup.

Sure OP has Godawful pacing but it hasn't gone to complete shit yet & at least it pads itself instead of going on filler.

I actually don't mind sitting through Naruto (at worst, I just zone out during Filler Hell), though I maintain the opinion that this would be far more bearable if Toonami aired more than one episode per week.
At least we have Outlaw Star right now to take our minds off things.
