Any separate wish to revive the wildlife would have to be made one year and four months after Buumageddon. This is impossible because Shenron cannot perform a mass revival of anyone who has been dead for more than one year.
Also, I should hope this goes without saying, but it would be extremely difficult to sustain life on the planet for one year and four months with every animal dead.

Have you any dreams you'd like to sell?I kind of would think that recreating the earth would have restored all the life there, and there just were no humans brought back because Majin Buu had killed them all before he destroyed the earth.

Gohan, Goten, Trunks, and Piccolo are shown to be revived by the second wish even though they were killed by Buumageddon, not by the Extinction Attack. Porunga only restored the physical planet itself in the first wish, not what living things were on it at the time.
EDIT: And it should be noted that even if Porunga considers animals to be a separate entity from either people or objects and an unmentioned wish to revive all the animals was made offscreen, then we're still back at the issue that Ginyu died on Namek because he wasn't a "people".
He only made it to Earth if Porunga considers him a person, and if Porunga considers him a person, then he would have been snubbed by the Buumageddon clause that left the evil ones dead. There is no way for Ginyu to be alive today.

That possibility might make sense if Super has him body-changing one of Frieza's men as part of a Heel–Face Turn, joining the protagonists and making a stand against Frieza.
If he's just back to be a villain again, then no, Porunga left him dead.

Why did the Pirate Robot have 2s on its shins? They clearly point to it being Android 2 but unless Dr. Gero worked with a gang of pirates before joining the Red Ribbon Army and just never mentioned it to anyone, it doesn't work with Blue being unfamiliar with it. Also, I'm not sure the timeline works. What would be the point of it having 2s on its shins otherwise though?
Toriyama wanted to draw a robot with 2's on its shins.

My various fanfics.Both wishes were made in Namekian, I believe. The wishes that undid Buumageddon were made using Moori as a proxy while Kaio-sama's wish to put everyone on Earth was delivered through Dende; no non-Namekian has ever made a direct wish to Porunga in the history of the series.

I mean, you can't just introduce a robot named Android 8, implying that there were seven prior, then introduce a robot with 2s on its shins and expect people to not assume they're related.

You cannot firmly grasp the true form of Squidward's technique!Keeping in mind that Dr. Gero didn't exist until the Cell Saga, it's possible that a hypothetical relationship between the Pirate Robot and Android 8 were ideas Toriyama had for an arc that ultimately wound up scrapped. It's never established where either came from until Gero's introduction; before that point, it just happens that the pirates had an android and Red Ribbon had two; Android 8 and the equally unexplained SGT Metallic.

Toriyama clarified that all of Red Ribbon's tech was Gero-derived, and as such the good Doctor held considerable sway over Commander Red. Didn't specify whether Metallic was part of the numbered sequence of androids though.

These are the kind of things I wish Toriyama was asked so that we could get a clear answer on. Is the Pirate Robot Android 2? Is Sergeant Metallic Android 6 or 7 or something? Is Cyborg Taopaipai Android 10 or something?
Commander Red became Android 9.
