So...SSJ 4 Gohan was the 5th Anniversary surprise? That's...interesting. I mean, I didn't think it required that much spectacle.
The *Legendary* Super Saiyan is motivated by a crying infant! He is a literal giant f***ing baby!Dragon Ball Heroes has always had these non-sensical power-ups. I'm surprised that SSJ 4 Gohan wasn't introduced earlier to be honest. But it's a nice surprise I guess.
I've seen episode 14 of Dragon Ball Super and I really liked it. "The fight between Goku and Beerus really seemed more intense this time around. And now that it's over I understand a little better what they were trying to do. I don't think I would feel like Goku is giving everything he has in a desperate attempt to beat Beerus if it was too similar of previous episodes. Goku didn't give up this time he was just too exhausted to continue fighting. I love how defiant he was of Beerus even in defeat. The interaction with characters was also enjoyable. I can't wait to be next week. It looks like episode 15 is going to be a breather episode but the preview was fun so I'm very optimistic."

That Toriyama, or any author's decision to omit or abandon an element of their ongoing series would be affected either by either reader response, or insistence from the company/publisher backing them. Executive Meddling doesn't cover all of that, but it was the first trope that came to mind.
Well you'd just end it with Goku. King Kai doesn't want to teach anymore (since he's already dead and Goku abused his technique). The villains can't learn it unless someone like Buu manages to copy it. Most of the humans have stopped training. Only Vegeta would care enough to learn the technique, assuming his personal pride didn't get in the way.

Cell should be able to do Kaioken. He knows all their other techniques, so why not Kaioken?

I just assume Super Saiyan makes Kaio-ken redundant, because if they could be stacked in anyway Goku would most likely attempt it despite the danger. He's ignored the dangers of Kaio-ken before by taking it higher than he should have.
From a meta perspective I think it was removed because Super Saiyan was the same concept but had less problems in its execution. Restricting it to Saiyans meant that only Saiyans need to be relevant, so you can have other power-ups for the non-Saiyans that are still relevant (and before I hear any snark, this extends to the villains). Whereas with Kaio-ken, either everyone has to use it, or you're left with the knowledge that X has a lot of untapped potential if they'd just learn the Kaio-ken. Someone like Boo could potentially be several times stronger making the version we actually see feel like they're not living up to their potential.
And if everybody did use the Kaio-ken, it would be terrible from a visual perspective. The Kaio-ken may look awesome, but that would lose its appeal when everyone is using it. The traits of the form are so overbearing they'd homogenize the designs, it even "overwrites" the appearance of the Super Saiyan form making the hair the only difference (hello, Vegeta).
For the Saiyans, the Super Saiyan transformations wouldn't be able to stand out when they're always using the Kaio-ken. For Piccolo, his fusions would look so much less impressive when he's using the Kaio-ken on top of them, especially since they don't change his look. It boosts his power... and it'd always have to boost his power to a stage where he still needs to use Kaio-ken to keep up, making the Kaio-ken look more important. For the humans, they're in luck in that they have nothing else to go off, but if they're using it why doesn't anyone else?
For the villains, it'd be convoluted if every one gets access to the Kaio-ken, and if they don't then the odds are heavily stacked in the heroes' favour because they're the only side bringing Kaio-ken to the fight.
The problem with making the Kaio-ken relevant again is where does it end?

I don't think you understand my point.
My point is that Cell has to know the Kaioken. It is a technique he knows, just like how the Genkidama is a technique that he knows.
He never uses it. And because of it, it feels like he didn't live up to his full potential.
This actually illustrates Saiga's point.

I mean, he had the Super Saiyan aura whenever he powered up and his Super Perfect form is essentially SSJ 2 except not really.

You know, i ended up liking this version of the Beerus fight more.

Yeah much better. Basically whatever version of something has better characterization is superior in my eyes. XD
So, for those who don't know, one of the recent Super manga chapters featured Kibito and Kaioshin using the Namekian Dragon Balls to split them apart again.
No one really knew what to think of it, seeing that it wasn't in the anime.
But this piece of merchandise was just revealed, implying that this is going to be in Super. And perhaps it'll be important.

DBH's Assult on Hell Gates Saga is a re-do of the Cell Saga with a hint of the Super 17 Saga.
I like this episode confirming that Beerus saying that he used his full power vs Goku was a lie to get Goku to use everything. My guess: Goku only came up to about 60% of Beerus' full power forcing Beerus to use about 70%. ;)

Irony: Didn't Goku give a reason for not getting revived back during the Buu arc was the fact that aliens would keep on coming to Earth to pick a fight with him?
And now, since he's fought off Beerus, they're coming anyway.
