Also how did someone manage to get excused from that of all votes?

The Nazis had to be careful because in order for the law to pass, at least 2/3 of the present parliament had to agree and and 2/3 of the overall parliament had to be present.
The KPD and SPD (with Otto Wels' speech being arguably the finest hour of the SPD ""You can take our freedom and our lives. But you can not take our honour. We are defenseless but not honourless.") both were against it (with many KPD members being already arrested). So with some blackmail, some sweet-talk and lots of personal threats against the deputies and their family, Hitler had enough votes to pass the motion. However if the KPD and SPD had decided to not show up during the voting, it would have also only required the absence of a few more deputies to lower the number of present deputies below the 2/3 threshold. But since Hitler and Göhring (who was president of the Reichstag and unlike his later tenure as head of the Luftwaffe, proved to be dangerously competent at his job which he used to further the political agenda of the NSDAP) predicted this possibility they had passed another law:
Because if someones absence is "excused" he counts as being "present" (with his vote as abstention). So they made sure that the members of the KPD who were arrested (which would usually count as "inexcused" would be deemed as present. Sadly all parties (except for the SPD who pointed out how this could be abused) voted in favour of this notion.
So in short, it did not matter if someone was absent, it was only important that he was excused because Hitler had already the necessary votes for his Ermächtigungsgesetz.
I've been looking for the name of the "excused" deputy but so far I could not find him. Perhaps if I knew his name I could try find out his reasons, but they could have been simply due to a conflicting schedule.

Yeah Wels' speech is something alright.
I get that the vote was unaffected but it's curious trivia. I mean who was that guy, what was he doing that day and what became of him?
I just wonder about what happened to all the members/leaders of the non-Nazi parties. Obviously the Communists were already rounded up and their leader died in a concentration camp, Wels fled and died in Paris, the leader of the Nazi's coalition partners survived the war and was judged to not be a Nazi but to still be responsible for their crimes, the leader of the Center Party fled to the Vatican strait after the vote and hid there even after the war and died there.

But as far as I could tell the motives for the incident are as of yet unknown, right? Could this lead to a ressurgence of a far-right movement in Germany?

I am not very well versed in European politics, but from what I had heard Angela Merkel was one of the strongest voices of stability and humanity in Europe and I am horrified at the prospect of her resigning. After all the bile on Twitter and Facebook, I am especially worried about the refugees that managed to find shelter in Germany. Is there any confirmation yet on wether or not the terrorists belong to ISIS? I've seen news circulating that ISIS is celebrating the attack, but I don't know if that is just right-wing propaganda.

Apparently some ISIS-spokesperson has done so on Twitter or something? I'm very confused about what is happening and I don't trust people on my feed to be unbiased. Has the Neo-Nazi thing been confirmed by German officials? Is ISIS just trying to use this incident? I'd heard that German media had a similar incident in January, where they apparently covered up something in order to protect refugees? Unfortunately many people I know are prejudiced against refugees, so I am unsure of what I heard.

What you mean with january is a...incident in Cologne which was just a huge clusterfuck where the local police fucked up and then the city government tried to spin/cover their arses and worse. Thats probably unrelated here.
