Yes, but the trope does mention that there are occasions when the hand gesture does actually fire something.

It's definitely the gesture, too, and it's on the list of examples.

I would prefer the Heavy, or even the Mr. Bean one, though, for being a more traditional example.

I could get behind that except that the character is almost completely silent in the show. Now, if we went with "His name is Bean...Mr. Bean.", that would work.
