There's nothing saying DLC if large enough can't be considered a game in it's own right. Both Dead Rising: Case Zero and inFAMOUS: Blood Festival are completely independent of their parent games and have more content then quite a few indie releases. If you compiled all the Fallout or Borderlands DLC on one disc, it'd probably make a great spin-off.

Not surprising. Capcom believes that Frank's internet popularity is an accurate measure of his actual popularity; they even once said that they plan on putting him in as many games as possible. I personally don't care for the guy, but whatever.

Which had Duruga, Bison, Kazuya, Akuma, Janga, Joker, Lord Raptor Etc. I am pretty sure they will have bosses from the series that are showing up.

You just answered it there yourself. If it's for Dead Rising 2, then it's not a full game. According to Wikipedia's portal for the series, Dead Rising has two games, and a bunch of DLC for those games.
